Trump announces plan to halt $4 billion in US aid to Israel after this year

US President Donald Trump announced today that the United States will stop providing approximately $4 billion in annual aid to Israel after this year, a move that could reshape one of Washington’s most significant foreign assistance programs. The announcement comes as Americans cast their votes in nationwide midterm elections, injecting a major foreign policy development into a charged political atmosphere.

Speaking to Fox News Channel, Trump said he had reached an understanding with Israeli Prime Minister Benjamin Netanyahu to end the longstanding military aid arrangement. According to Reuters, Trump stated, “Because they (Israel) don’t need it, and because why should we suffer the slings from lunatics like an El-Sayed when they don’t need it? It’s a bad talking point.” He added that Israel would still be able to purchase US weapons, despite the end of direct aid.

The US currently provides Israel with $3.8 billion in military aid annually under a Memorandum of Understanding (MOU) signed during the Obama administration, which is set to run until September 2028. Trump did not specify how the aid would be halted before the agreement’s expiration, nor did he provide details on the legal or procedural steps required to implement the change.

According to Reuters and PBS News, Trump claimed that Prime Minister Netanyahu had discussed the idea with him over the past several years and agreed with the plan. Trump cited Israel’s perceived lack of need for continued US assistance and growing domestic criticism of the aid package as key reasons for the decision.

The issue of US aid to Israel has become increasingly contentious within American politics. While support for Israel remains strong among many lawmakers, there has been a noticeable shift, particularly among some Republicans and progressive Democrats, who question the scale and necessity of the aid. In July, a vote forced by Republican Thomas Massie to cut $3.3 billion in security aid to Israel saw support from over 100 Democrats, though the measure was ultimately defeated, according to the BBC.

Trump’s announcement did not address how ending the aid would affect ongoing US-Israel security cooperation or Israel’s military procurement plans. The president emphasized that Israel would continue to have access to American arms sales, but the loss of guaranteed annual funding could alter Israel’s defense budgeting and planning.

The US-Israel military aid relationship has been a cornerstone of American Middle East policy for decades, with successive administrations viewing it as essential to maintaining Israel’s qualitative military edge in the region. The current MOU was signed in 2016 and represents the largest such agreement in US history.

Reactions from Israeli officials and members of Congress were not immediately available. However, the move is likely to spark debate in both countries, given the longstanding bipartisan support for the aid and the complex security environment in the Middle East.

Why it matters

Trump’s decision to end US military aid to Israel marks a significant break from decades of bipartisan consensus in Washington, where support for Israel’s security has been a central pillar of US foreign policy. The announcement, made as Americans head to the polls, underscores the growing divide within the Republican Party and among Democrats over the future of US assistance to Israel, as highlighted by the recent congressional vote cited by the BBC.

The proposed halt to aid comes at a time when Israel’s security environment remains volatile, following the war in Gaza that began in October 2023. While Trump argues that Israel no longer requires US financial support, the end of guaranteed aid could force Israel to adjust its defense planning and procurement strategies, relying more heavily on its own resources or alternative arrangements for military purchases.

This development also places Prime Minister Netanyahu in a delicate position, as he is reported by Trump to have agreed with the plan. The shift could have ripple effects across the Middle East, potentially altering regional security dynamics and US influence. Observers will be watching closely for official responses from Israeli leaders and the US Congress, as well as for any changes to the existing Memorandum of Understanding, which, according to Reuters, is not set to expire until 2028.
