France to Replace University Admissions System in 2028 Amid Student Protests

The French government has announced plans to replace the national university admissions platform, Parcoursup, in 2028 following weeks of mass student protests over education funding and access. The move comes as President Emmanuel Macron faces mounting pressure in the final months of his presidency, with demonstrators demanding sweeping reforms to higher education and student welfare.

According to official statements, the government is preparing new measures to address student grievances, including making the admissions process more transparent and accessible. President Macron has raised the possibility of a fundamental overhaul, while ministers are expected to announce changes targeting teacher shortages, school infrastructure, and the number of available university places.

The protests have drawn hundreds of thousands of participants across France, with police reporting 110,000 demonstrators in Paris alone during a recent march that ended in clashes and the use of tear gas and water cannon. Nationwide, authorities estimated over 400,000 people took part in demonstrations calling for increased school funding and relief from rising living costs.

Student organizations are demanding the creation of 250,000 additional university places, reforms to student grants, and greater investment in education. The proposed measures, including the overhaul of Parcoursup and expanded university capacity, are expected to cost approximately €10 billion, according to government estimates.

University presidents and education experts have cautioned that abolishing Parcoursup alone will not resolve the underlying difficulties in accessing higher education. They argue that broader systemic changes are needed to address issues such as funding, resources, and student support.

President Macron has stated that the government will announce “concrete measures” in response to the protests, emphasizing the urgency of addressing the legitimate demands at the root of the movement. The unrest has included class boycotts, campus blockades, and demonstrations that have at times escalated into rioting and confrontations with police.

The protests have become a significant challenge to Macron’s authority as his term nears its end, with the far-right National Rally party urging voters to channel their discontent into support for their candidates in the upcoming presidential election. The scale and intensity of the demonstrations reflect widespread frustration among students and young people over education, living standards, and future prospects.

While the government has committed to replacing Parcoursup in 2028, student groups have expressed skepticism about delayed reforms and are calling for immediate action to expand access to higher education and improve conditions for both students and teachers.

Why it matters

The government’s pledge to replace Parcoursup and invest in university places is a direct response to one of the largest waves of student-led unrest in France in recent years. With over 400,000 demonstrators nationwide, the protests have highlighted deep dissatisfaction with the current admissions system and broader concerns over education funding and social mobility.

President Macron’s response, including promises of “concrete measures” and a €10 billion investment, underscores the political stakes as the far-right National Rally seeks to capitalize on public anger ahead of the presidential election. The unrest has not only tested the government’s authority but has also brought issues of youth opportunity and social justice to the forefront of national debate.

As the government moves to implement reforms, the outcome will affect millions of students, teachers, and families across France. The replacement of Parcoursup in 2028 signals a long-term shift in how university admissions are managed, but the immediate challenge remains addressing the urgent demands of protestors and restoring confidence in the education system.
